A swingers' club boasting dungeons, gangbangs and torture equipment has caused outrage in Calmore, Hampshire, as residents and the local council claims it doesn't have planning permission and is upsetting the neighbours.
Billed as the "South's Premier Adult Club," the discreetly named JCT2 club offers locals the chance to make their own porn video, hire a dungeon and frolic in an illuminated hot tub.
The New Forest District Council is now trying to close down the swingers' club, issuing an enforcement notice claiming the owner has allowed the £500,000 five-bedroom detached property to become a business that does not have planning permission for.
Local Conservative councillor Leslie Puttock said he did not object to the activities on moral grounds but solely because it was in a rural location and did not have planning permission to be a club.
"It's up to them what they do in their own home, but this was a normal domestic dwelling house that was bought and someone thought there's parking and I can black out the windows and this has become a club and it does not have permission to be one.
"The neighbours are not happy. It's a rural area. There is nobody absolutely next door, but there are people across the road that are affected by it and the car movements and also the noise - it's not only inside, it's outside as well.
According to pictures on the website, many of the 'equipment' including A-frames and suspension devices are in the house's back garden, as well as an outdoor hot tub on the patio.
The owner, David Kay, from Reading, has appealed the notice and said in a letter to the council: "The guests are asked to bring a voluntary contribution towards the costs of hosting the parties.
"This contribution is entirely voluntary and can be likened to that of guests bringing a bottle of drink or gifts to the host of any other party or social gathering.
"The total value of contributions amounts to a fraction of the costs of the rent or mortgage on the property.
"It is therefore impossible to conclude that the parties held are a commercial entity or for financial gain."
He said there had been no complaints to police about any disturbance and explained there were 95 parties a year at the house and that it was not primarily a club but a home.
"The parties are generally held on a Friday and/or Saturday evenings when a number of friends would attend together with new friends attracted by a variety of contact sites whose primary purpose is to introduce people who share this common interest," the letter said.
"At no time are guests invited to any form of entertainment."
But the website for the house gives details of parties both midweek in the daytime and at weekends, with dungeon hire starting from £25 during the day.

Other events include a Heaven and Hell Party, the Lady Sin Party and also a page on etiquette where partygoers are reminded to be clean and bring their own towels and condoms.
This has prompted the council to say in its enforcement notice: "The site is being used primarily as an adult-only club hosting events of a sexual nature such as swingers' parties and fetish nights and private parties."
