Entire mosques were labelled terrorist organisations in order to make it easier for the NYPD to investigate their members by using informants and spying on imams, often without specific evidence of wrongdoing, it is claimed.
Police Commissioner Ray Kelly did not deny the report outright when he appeared on MSNBC, but defended the tactics of his counter-terrorism unit.
