While the lacy too-short tennis dress is bad enough, the nail in the coffin really has to be those tacktastic suede knee-high boots. Is this really appropriate attire for accepting a knighthood?
There's little in the way of constructive criticism we can offer here, other than to strongly suggest she never wears this dress ever again.
Unless of course, she's playing tennis...

Arguably better, but far from perfect. There's just a little too much bejewelling and a little too much boob. Oh Shakira, we just want to take you shopping with us.
