Toni Kroos will not join Manchester United, according to reports.
Bayern Munich midfielder Kroos, scouted extensively by former United manager David Moyes this season, was rumoured to be on the cusp of a move to Old Trafford before the World Cup finals.
However, new United manager Louis van Gaal is not interested in moving for a player he nurtured at Bayern four seasons ago.
Moyes had prioritised Kroos as part of United's "fundamental rebuilding" job and watched him three times in person before Bayern drew United in the Champions League quarter-finals.
Kroos could see out his contract in Munich
Kroos is out of contract at the Allianz Arena in 2015 and was touted for a £20 million move to Manchester. Bayern president esident Karl Hopfner told Kicker magazine: "We will not overstep certain financial limits."
Although United played their final game of the season merely 11 days ago, executive vice-chairman Ed Woodward is under immense pressure to conclude deals before the World Cup begins.
United's only signing last summer was £27.5m Marouane Fellaini, bought for £4.5m more after his Everton buyout clause expired on 1 August.
Former United midfielder Paul Scholes said Kroos is "the first player I'd bring in".
"He’s a top-class central midfield player," said Scholes, "but United need five or six to get anywhere near the top of the Premier League again."
