CONSERVATIVE Assembly leader Andrew RT Davies has called for clarity over a funding loophole that could see thousands of European students subsidised by the Welsh Government.
Under European Union law, Wales cannot offer preferential treatment to its own students at the expense of those from any EU state outside Britain.
