Luke leads the Environment, Housing and Infrastructure team. He also has wider expertise in local government and devolution, and experience in communications and campaigning. Prior to joining IPPR, Luke led the Labour party’s work on housing policy for a number of years, working as a policy and political adviser for a shadow secretary of state and successive shadow housing ministers. Luke holds an MSc in international politics from the School of Oriental and African Studies, and a BSc in politics and economics from the University of Bath.
