Tom Rahilly

NSPCC head of strategy for looked-after children

Tom Rahilly joined the NSPCC in June 2011 following a year and a half working in Rwanda for the African Governance Initiative (AGI) as a senior advisor to the Rwandan Prime Minister. Before working in Rwanda, Tom was the deputy head of the Child Poverty Unit, a joint unit in HM Treasury, the Department for Work and Pensions and the Department of Education.

Prior to this Tom held a number of roles across government focused on improving the lives of children and families, including leading work on the education and wellbeing of looked after children where he led work on the Care Matters white paper, the development of the Every Child Matters strategy and Sure Start.
