"Always nice to be able to help one of those failed states you hear about on the news."
Wales will exempt double-jabbed adults from Covid isolation from August 7.
GCSE, AS-level and A-level exams will be replaced by coursework and assessments, the Welsh government confirmed.
More than 56,000 people have signed a petition demanding that the restriction is overturned.
The restriction has seen aisles cordoned off and plastic sheeting placed over products in supermarkets in Wales.
Books have been barricaded behind boxes, while homewares and clothes are covered with plastic sheets in supermarkets.
The measures will come in later on Friday.
First minister Mark Drakeford had demanded Boris Johnson introduce the measure across the UK.
Health minister Vaughan Gething said the Welsh government was "actively" considering barring people from areas with high levels of Covid-19 transmission.
No.10 has signalled a U-turn could also be on the cards in England.
